Tells the story of infamous gambler kingpin Arnold Rothstein and his longtime friend (played by Rooney) who are always at odds with a crooked cop. When the friend is killed in a gang style murder, Rothstein feels guilt but insists it was his rival gang in league with the dirty copy that did it.
